Boehner Pressures Senate to Pass Budget or Have Pay Withheld

WASHINGTON - Despite President Obama's call for Congress to prioritize issues like immigration reform and address climate change during his inaugural address Monday, House Speaker John Boehner said that the House of Representatives will instead continue its focus on fiscal responsibility, including a plan to balance the budget over the next decade.

"There are a lot of priorities for the Congress [and] a lot of priorities for the president, but right now the biggest issue is the debt that's crushing the future for our kids and our grandkids," Boehner, R-Ohio, said. "Taxpayers understand that you can't keep spending money that you don't have, so we're going to continue to focus, especially here over this next 90-, 120-day period, on bringing some fiscal responsibility to Washington."

Boehner, who conducted his first news conference since Dec. 21 this evening, said the House will move forward on its No Budget No Pay act, which directs both chambers of Congress to adopt a budget resolution for FY 2014 by April 15, 2013. If either body fails to pass a budget, members of that body would have their paychecks put into an escrow account starting on April 16 until that body adopts a budget. But, because of the 27 th Amendment, any pay that is withheld would eventually be released at the end of the current Congress, even if a budget doesn't ever pass.

"Over the last four years, House Republicans have offered plans, our budget plans. We've done our budgets but it's been nearly four years since the Senate has done a budget," he said. "Most Americans believe you don't do your job you shouldn't get paid. That's the basis for No Budget, No Pay. It's time for the Senate to act."

The bill, H.R. 325, also temporarily suspends the statutory debt limit until May 18, granting the Treasury Department the additional borrowing authority to meet obligations that require payment over the next three months.

Facing trillion dollar annual budget deficits, Boehner told the House Republican Conference this afternoon that the GOP will advance a budget that becomes balanced over the next 10 years.

"It's time for us to come to a plan that will in fact balance the budget over the next 10 years," he added. "It's our commitment to the American people and we hope the Senate will do their budget as they should have done over the last four years."

Still, the country's growing $16 trillion federal deficit would not balance by then, and Boehner stressed that Republicans are not open to new tax revenue as part of a comprehensive plan to reduce the deficit.

"We are not going to raise taxes on the American people," Boehner insisted. "Nobody on our side is interested in raising taxes on the American people. It's time to deal with the serious problem that we have, which is spending."

That is sure to be a point of contention among Democrats. House Minority Whip Steny Hoyer rejected the GOP's doggedness that new revenue would not be part of a package to reduce the deficit.

"We absolutely reject that. The president absolutely rejects it, I reject it, period," Hoyer, D-Md., said during a pen and pad briefing with reporters Tuesday. "Going forward, revenues are going to still need to be part of the solution, as are cuts and restraints and reduction of growth. All are going to have to be part of it."

The House is expected to vote Wednesday on a three-month increase to the debt limit, a move intended to sync up the next slate of fiscal deadlines facing Congress and provide lawmakers with more time to work out a so-called "Big Deal" on deficit reduction.

As he left the news conference, Boehner ignored a question about whether he believes the measure will pass. Still, the president has promised not to veto it and many congressional Democrats appear open to supporting it.

"This bill is a game bill. It's not a substantive response to a serious problem," Hoyer said. "Having said that, I've made it very clear that defaulting is not an option. All the Republicans leaders believe it's not an option. And so I think, in that context, I'll have to look at it."

Lutherans bristle at suggestion of joining Catholic Church

PARIS (Reuters) - Two leading Lutheran clerics have rejected suggestions from the Vatican that it could create a subdivision for converted Lutherans similar to its structures for Anglicans who join the Roman Catholic Church.

The dispute, concerning tiny numbers of believers but major issues in ecumenical relations, comes as the churches mark the annual Week of Prayer for Christian Unity this week.

Rev Martin Junge, the Chilean-born secretary general of the World Lutheran Federation (WLF), said in a statement that the suggestion caused great concern and would "send wrong signals to LWF member churches around the world."

Bishop Friedrich Weber, the German Lutheran liaison with the Catholic Church, said the idea was unthinkable and amounted to "an unecumenical incitement to switch sides."

The Vatican announced special structures for disaffected Anglicans in 2009, creating a so-called ordinariate so conservatives opposed to female and homosexual bishops could become Catholic while retaining some of their traditions.

Several thousand Anglicans, including dozens of priests and a few bishops, have joined ordinariates established in England, Australia and Canada. Married clergy are exempted from the obligatory celibacy of the Catholic priesthood.

Relations among Christian churches have improved greatly since the 1962-1965 Second Vatican Council and most now see each other more as partners than as competitors. A Catholic bishop attended an ecumenical service Weber celebrated last Sunday.

But this Vatican welcome has raised suspicions among some Protestants that the huge Catholic Church, which makes up half the world's 2.2 billion Christians, now wants to woo away believers from smaller churches torn by internal debate.

IRRITATIONS OVER THE REFORMATION

While the Vatican's opening to Anglicans followed years of bitter public splits in that church, very few of the world's 75 million Lutherans seem interested in reunification with Rome.

Cardinal Kurt Koch, head of the Pontifical Council for Christian Unity, said last October the Vatican would consider creating an ordinariate if Lutherans asked for one.

Archbishop Gerhard Mueller, head of the Vatican's powerful doctrinal office, was reported in Catholic media last week as saying Rome might envisage a special section for Lutherans.

Junge said very few Lutherans wanted to switch to the Catholic Church and creating a special subgroup for them would complicate ties between the churches and confuse Lutherans who wanted to work in harmony with Catholics.

"Creation of such a special structure would have deep ecumenical repercussions," he said, mentioning the issue of how Christianity should be organized. Catholicism is united under the pope while Protestant churches are decentralized.

Weber told the German Protestant news agency Idea that Lutherans desiring full communion with Rome should simply join the Catholic Church rather than seek a special status in it.

He said subjugation to papal authority was alien to the Lutheran view of religious freedom, which Martin Luther set out after he challenged the corrupt papacy in 1517 with the 95 Theses that led to the Protestant Reformation.

Catholic-Lutheran relations have improved to the point that in 1999 they declared the theological dispute over justification - the way that believers can get to Heaven - that led to the Reformation had been resolved.

But Lutheran plans to celebrate the 500th anniversary of the Reformation in 2017 have irritated German Catholic leaders who find the plan to call it a jubilee too triumphalist.

Initial work on a joint statement about the Reformation for the anniversary has highlighted how deeply the Lutherans see their split from Rome as a positive act and the Catholics view the division of western Christianity as a defeat.

Graham Spanier Seen Courtside At Penn State-Nebraska Game

STATE COLLEGE, Pa. -- Ex-Penn State President Graham Spanier sat courtside at the school's men's basketball game against Nebraska on Saturday, making a rare high-profile appearance as he awaits trial on charges he hushed up child sex abuse allegations against former assistant football coach Jerry Sandusky.

Spanier told The Patriot-News at halftime that he was "invited" to attend the game but wouldn't say by whom. He then said he "wasn't giving interviews." Nebraska narrowly edged out Penn State for the win, 68-64.

Spanier had been Penn State's president for 16 years when he was forced out after Sandusky's November 2011 arrest. He remains a faculty member but was placed on paid leave. He also served as chancellor at the University of Nebraska-Lincoln from 1991 to 1995.

Sandusky, who spent decades on the Penn State staff and was defensive coordinator during two national championship seasons, was convicted in June of sexually abusing 10 boys over 15 years. He is serving a 30- to 60-year sentence and maintains his innocence.

Spanier was charged last November with perjury, obstruction, endangering the welfare of children, failure to properly report suspected child abuse and conspiracy. Former Athletic Director Tim Curley and former Vice President Gary Schultz face the same charges.

The three are awaiting a preliminary hearing and have denied the accusations.

The abuse scandal rocked Penn State, bringing down Hall of Fame football coach Joe Paterno and leading the NCAA, college sports' governing body, to levy unprecedented sanctions against the university's football program.

A university-sanctioned investigation by former FBI director Louis Freeh accused Spanier and Paterno of participating in a cover-up to protect the school's image.

Paterno died almost a year ago. His family has firmly denied the allegations of a cover-up.

Something I?ve been thinking about for several months?

~Things you need to know about the club itself~

Once inside the club
Once you step foot inside the extravagant manor at which the meeting are held in you cannot leave the grounds until the block is lifted. The block is put in place by the president of the club to keep anyone with special gifts or talents on the inside and anyone who is not special on the outside. There is literally no way to escape until the block is lifted.

Activities
A lot of activities done within the club are very old fashioned, dating back to the 1700s when the club was established. Everything from the way the write to the way they dance is derived from the 1700s. The attire of the club consists of beautiful Victorian ball gowns and old fashioned tuxes. At the start of the club meetings there is a council held for all members, it?s boring but it has to be done, after everyone is free to practice their powers on innocent sacrifices, normal people who have been caught for this purpose they will never be set free. The second half of the night is the ball where everyone can mingle, though masks cannot be taken off, nor your real identity reviled, this is mostly for the younger crowd.

By blood we are bound
By blood we are bound is the oath that everyone must give. Their blood is taken from them and kept secret, a curse is placed over the blood, if you betray the club, your blood is destroyed and you die slowly and painfully. It does not matter if you are the president?s son, for betraying you will die. The club is cold and one mess up could cost your life.

Info
All members live in the real world, got to real jobs. As far as high school all members who attend high school go to the same school, though they are unaware of the other. I?m sure their smart enough that they may have a feeling or another person may look familiar, but they would never question in fear of giving secrets away.

Why Masks?
Not only does the club want each guest to have privacy, but they feel as though it is a good way for their young members to fall in love without looks and more based on personality.

Secrets
Any secret society is bound to have a few dark secrets. But, this clubs secrets are beyond infidelity or embezzlement. Let me enlighten you, for starters, in 1725 when the club was first founded the son of the first president murdered his father and his mother for full power of the club, his power was the only one of its kind immortality and invincibility, his brother on the other had had the only power that could kill his power hungry brother and he did so. Now ?The Masquerade? belonged to the youngest of the president?s sons. Years pasted and the more the club grew the dark and more horrifying the secrets become. Thus, going to extreme measures to keep the club and it?s secrets hidden.

A Guy's Take: Men Who Are ?Commitment-phobes?

I?ve had a few discussions with women about ?commitment-phobic men? recently.? That is, men who have a ?fear of commitment? when it comes to relationships.

The typical scenario where a woman will label a guy a ?commitment phobe? is when he?s been seeing a girl for a while ? they spend the majority of their time together, they eat together, they sleep together and so forth?.but he won?t commit in an official sense. That?s usually when they?ll come to me looking for answers.

Well, let?s get into this?

First, I can tell you right off the bat that he?s not a ?commitment-phobe.?? That term was invented by some psychologist to diagnose .0001% of the population for a very specific, extreme condition. ?However, as with nearly every psychological diagnosis, it gets slapped on?everyone the moment it becomes popular?

I?m ADD. ?I?m OCD. ?I?m biploar, and on and on and on. ?Enough with the amateur psychological diagnoses. ?Let?s look at what?s actually going on here.

Most likely scenario: ?The placeholder relationship.

This is an instance where I have to be blunt. ?It?s not that he?s afraid to commit to the girl? it?s that he?s (and I cringe to type these words) not that into her? but into her enough to have her companionship, emotional support, and sex.

When it comes to all things sex and companionship, a guy will say, ?Sure, if you?re offering??

Problem is, guys typically have a terrible gauge on whether or not they?ll catch feelings for the girl. ?For most guys, he won?t catch feelings for the girl as long as he never looks to her for emotional support.

Once a guy starts leaning on a girl emotionally, he starts becoming attached to her on an emotional level. ?Now the girl who he only intended to keep around to keep from being lonely becomes this pseudo-girlfriend.

On the one hand, he cares for her and wants her around. ?After all, he feels better when she?s there versus when she?s not.

On the other hand, he feels that he can do better? and he intends to. ?The rationale he makes in his head is that once he ?gets himself together? (that is, he starts actually?doing the things in his life that he intends to do), he?ll break things off with his not-girlfriend all good and tidy and go for the girl he actually wants to be with.

The only problem is? most people go their whole lives?intending to do what they?ve always wanted to do, but they never get around to it.

Instead, in these instances, men fall deeper into their ?not-girlfriend? relationship.

The girl supports him emotionally and faithfully acts as his crutch so that he can find his strength and become the man he?s always wanted to be. ?She aims to bring him comfort and relief from his painful and tragic life.

What ends up happening is he becomes dependent on her to be his emotional crutch. ?Instead of getting stronger, he gets weaker and more attached to this girl.

So months or years go by and the girl just figures (even after all this time) that if she just loves him enough, he?ll be strong enough to love her back. ?At this point, she?s in deep too ? she?s invested so much into a relationship that she hopes will someday happen, but has yet to ever make its debut into reality.

So now we?re at this point: ?Girl has poured months or?years?of love and obsession into this guy, hoping he?ll one day come around. Guy has become emotionally dependent on the girl for her love and support, but he knows in his heart that the situation isn?t what he actually wants.

And here?s where it gets really perverse: ?On some level, both parties know that if the guy gets into a place of true emotional strength and independence, he?ll leave the girl. ?It?s subconscious in most cases, but I?ve seen it play out enough times that it?s prevalent in these situations.

What ends up happening is that the guy will make sure the girl has?just enough?hope to keep chasing him. ?The girl will make sure that he?s as emotionally dependent on him as she can get him to be.

In these arrangements, you?ll notice that when one side starts to stray, the other side will undermine them.

If the guy starts getting himself together, the girl will find some way to subtly undermine his progress ? usually through comfort, but sometimes through less pleasant means.

If the girl starts to give up on him, he?ll find some way to subtly give her hope for some kind of future. ?After all, he doesn?t want to lose his emotional crutch/sexual outlet security blanket ? then he?d be not only emotionally weakened, but also alone.

Said simply, both sides will do things to entrench the other side exactly where they?re at.

So how does it all end?

Typically?. heartbreak. ?What usually ends up happening is that sooner or later, the ?better thing? the guy was waiting for appears and the moment it does, he disappears.

If you?re the guy, this isn?t such a bad situation since he was able to enjoy a cozy comfortable pseudo-relationship in between.

Moreover, he can always say, ?Well, we were never in an official relationship. ?What did you think was going to happen??

Which brings me to my point?

I don?t know what happened to this culture? I don?t know if it was Hollywood movies, music, TV, an ever-increasing sense of entitlement, a decline in social perceptiveness across the populous? but let?s nail this down.

If you?re seeing a guy for a few weeks, everything is up in the air ? just relax and let things run their course without being worried.But if you?ve spent the majority of your free time with a guy for the last couple of months ? you eat together, sleep together and support each other emotionally ? and he?s making no effort to lock you down? then you?re in a ?placeholder relationship.?

To be honest, there?s nothing wrong with that IF both sides are on the same page. ?Unfortunately, I have yet to see an instance where both sides are on the same side.

Which brings me back to things I?ve said again and again?

You?re single until he specifically locks you down and says you?re in an exclusive relationship together.? Until then, you?re single and shutting down your options or effectively removing yourself from the dating pool will hurt your chances of getting into a relationship, not help them?

People who have great relationships didn?t bet on a losing horse and magically turn him into a winning horse. ?A winning relationship is a great relationship from the start. ? In almost all cases where I get questions, it?s because the woman?knows the answer to her question, but she doesn?t want to believe it. ?She wants to believe that her fantasy will come true in a hopeless scenario. ?My advice: stop betting on losing horses. ?Romantic turnarounds were invented by Hollywood precisely?because they?re an impossible fantasy. ?Stop with it already.

Don?t make your relationship the source of happiness that you then, in turn, bring into your life. ?Source your happiness?from your life and bring it into your relationships. ? Easier said than done, but it is one of the key secrets. ?The people who ?parasite? all the happiness of their life from their relationship find that the well runs dry?very quickly. ?Whereas the people who love their lives and bring that energy to their relationship make the relationship better and better, stronger and stronger.

Insurgents hit police facility in Afghan capital

KABUL, Afghanistan (AP) ? Taliban insurgents wearing suicide vests attacked the Kabul traffic police headquarters before dawn Monday, police said, and eyewitnesses heard numerous explosions and a still-raging gun battle two hours later.

Police officer Mirza Mohammad said at least one insurgent blew himself up at the entrance to the compound and a number of others wearing suicide vests entered the building. Another police officer said at least three attackers entered the building and two were killed, possibly by detonating their vests. The officer, who could not be named because he was not authorized to speak to the media, said a gun battle was taking place inside the three-story building.

"There are still there are two or three suicide bombers inside the traffic department compound. They are still fighting," said Mohammad Zahir, the chief of the Kabul police investigation unit. He did not provide any information on casualties. Explosions could be heard inside the building.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack in a text message to The Associated Press.

Gul Rahman, who owns a nearby shop, said he heard at least two explosions when the attack started just before dawn. An Associated Press reporter at the scene said a number of big explosions were heard in and around the building along with heavy gunfire.

Traffic police headquarters is located on square leading to the Afghan parliament and is next to the Kabul zoo. It is also next to the Afghan border police headquarters. The facility, usually teeming with civilians seeking to get drivers licenses and registrations for vehicles, was nearly empty at the time of the attack.

It was the second insurgent attack inside Kabul in less than a week.

Last Wednesday, six Taliban suicide bombers attacked the gates of the Afghan intelligence agency in downtown Kabul, killing one guard and wounding dozens. Security forces killed all the attackers. The insurgents carried out the attack by driving a minivan loaded with explosives into a gate of the intelligence agency compound in the capital at noon. The other five attackers wearing suicide vests were in a second minivan that was also loaded with explosives. They were shot and killed and security forces later defused the bomb in their minivan.

The attacks highlighted ongoing violence in Afghanistan and the determination of the insurgency to continue fighting even as President Hamid Karzai and the U.S. negotiate for a quicker pullout of American forces.

(AP) ? Mallory Hagan says her first week as Miss America has been amazing, but she's not sure she's going to Inauguration Day because of the weather.

Hagan said in an interview Saturday that it may be too cold to attend President Barack Obama's public swearing in ceremony Monday. She says she has a ticket and is "in the middle of deciding if she'll go" because "it's going to be freezing."

Hagan spoke at an event for OurTime.org, which featured will.i.am and John Legend.

Hagan won the Miss America title last week. The 23-year-old was born in Alabama, but moved to New York at 18. She was named Miss New York last year and lives in Brooklyn.

She says she feels "overwhelmed, excited, humbled" after having the crown for a week.

FCC's Genachowski calls for 'one gigabit community in all 50 states,' sets 2015 goal

Gigabit game on! FCC Chairman Julius Genachowski wants the US to host "at least one gigabit community in all 50 states by 2015," and he's calling upon ISPs, as well as state governments to make it a reality. In a statement issued today, Genachowski laid out a roadmap to establish a "clearinghouse of best practices" that would help eliminate the network as obstacle and foster innovative applications, in addition to digital hubs. Of course, cities like Seattle and Kansas City, along with the University of Washington have already been privy to these ultra-high-speeds thanks to the likes of Google and private funding. But, with today's missive, it's clear the Commission's head honcho wants that to be more the rule than exception. It's no secret Genachowski's long wanted to shore up the US' prominence as a connected country -- he's said as much since the beginning of his reign. FCC CHAIRMAN JULIUS GENACHOWSKI ISSUES GIGABIT CITY CHALLENGE TO

PROVIDERS, LOCAL, AND STATE GOVERNMENTS TO BRING AT LEAST ONE ULTRA-

FAST GIGABIT INTERNET COMMUNITY TO EVERY STATE IN U.S. BY 2015

FCC'S BROADBAND ACCELERATION INITIATIVE TO FOSTER GIGABIT GOAL
Washington, D.C. - Today at the U.S. Conference of Mayors Winter Meeting, FCC Chairman Julius
Genachowski called for at least one gigabit community in all 50 states by 2015. Challenging broadband
providers and state and municipal community leaders to come together to meet this "Gigabit City
Challenge," Chairman Genachowski said that establishing gigabit communities nationwide will accelerate
the creation of a critical mass of markets and innovation hubs with ultra-fast Internet speeds.
Chairman Genachowski said, "American economic history teaches a clear lesson about infrastructure. If
we build it, innovation will come. The U.S. needs a critical mass of gigabit communities nationwide so
that innovators can develop next-generation applications and services that will drive economic growth
and global competitiveness."
Speeds of one gigabit per second are approximately 100 times faster than the average fixed high-speed
Internet connection. At gigabit speeds, connections can handle multiple streams of large-format, high-
definition content like online video calls, movies, and immersive educational experiences. Networks
cease to be hurdles to applications, so it no longer matters whether medical data, high-definition video, or
online services are in the same building or miles away across the state.
Gigabit communities spur innovators to create new businesses and industries, spark connectivity among
citizens and services, and incentivize investment in high-tech industries. Today, approximately 42
communities in 14 states are served by ultra-high-speed fiber Internet providers, according to the Fiber to
the Home Council.
To help communities meet the Gigabit City Challenge, Chairman Genachowski announced plans to create
a new online clearinghouse of best practices to collect and disseminate information about how to lower
the costs and increase the speed of broadband deployment nationwide, including to create gigabit
communities. At the U.S. Conference of Mayors meeting, Chairman Genachowski proposed working
jointly with the U.S. Conference of Mayors on the best-practices clearinghouse effort.
Chairman Genachowski also announced that the FCC will hold workshops on gigabit communities. The
workshops will convene leaders from the gigabit community ecosystem-including broadband providers,
and state and municipal leaders- to evaluate barriers, increase incentives, and lower the costs of
speeding gigabit network deployment. Together, the workshops will inform the Commission's
clearinghouse of ways industry, and local and state leaders can meet the challenge to establish gigabit
communities nationwide.
Communities across the country are already taking action to seize the opportunities of gigabit broadband
for their local economies and bring superfast broadband to homes. In Chattanooga, Tennessee, a local
utility deployed a fiber network to 170,000 homes. Thanks to the city's investment in broadband
infrastructure, companies like Volkswagen and Amazon have created more than 3,700 new jobs over the
past three years in Chattanooga. In Kansas City, the Google Fiber initiative is bringing gigabit service to
residential consumers, attracting new entrepreneurs and startups to the community.
The Gig.U initiative has already catalyzed $200 million in private investment to build ultra-high-speed
hubs in the communities of many leading research universities, including a recent joint venture with the
University of Washington and a private ISP to deliver gigabit service to a dozen area neighborhoods in
Seattle. The Gigabit City Challenge is designed to drive a critical mass of gigabit communities like these,
creating new markets for 21st century services, promoting competition, spurring innovation, and driving
economic growth nationwide.
The FCC's Broadband Acceleration Initiative is working to expand the reach of robust, affordable
broadband by streamlining access to utility poles and rights of way, and improving policies for wireless
facilities siting and other infrastructure. Gigabit communities can also benefit from tens of thousands of
miles of critical "middle mile" fiber infrastructure funded throughout the country by the Broadband
Technology Opportunities Program run by the National Telecommunications and Information
Administration. The Commission's Connect America Fund, the largest ever public investment in rural
broadband, includes funding for high-speed broadband to anchor institutions like schools and hospitals.

Back in London and back on the basketball court, Carmelo Anthony went right back to his winning ways.

The Knicks star was the main attraction at the O2 Arena on Thursday, five months after he helped the United States win the Olympic gold medal at the same venue.

This time, he led the New York Knicks over the Detroit Pistons, 102-87 in the third regular-season NBA game played in the British capital.

?It felt good out there,? said Anthony, who scored 18 points in the first half as the Knicks (25-13) jumped out to a big early lead. ?I definitely had some flashbacks out there. Running out there on the court, just being in the O2 Arena.? ?

Amare Stoudemire added 17 points for the Knicks and J.R. Smith scored 16. Will Bynum led the Pistons with 22 points.

The Pistons were the home team at the O2 Arena, but the crowd certainly favored the Knicks and Anthony?

The crowd at the O2 cheered loudly at times, but there were stretches of silence during some portions of the game. There was even a quiet moment before the game started, though it appeared to be an accident?

Dow industrials, S&P 500 close at 5-year highs

The Dow and S&P 500 closed at five-year highs on Friday as the market registered a third straight week gains on a solid start to the earnings season.?

General Electric led the Dow Jones industrial average higher after reporting a strong quarter thanks to growth in emerging markets.?

The Dow rose 53 points to end at 13,649 Friday.?The Standard & Poor's 500 index reached another five-year high, rising five points to close at 1,486.?The Nasdaq gave up a point to end at 3,134, dragged down by a loss at Intel.?

Capital One Financial lost 8 percent after reporting revenue and earnings that fell short of analysts' estimates.?

Rising stocks outnumbered falling ones two to one on the New York Stock Exchange. Volume was in line with the recent average at 3.7 billion shares.?

Shares of Intel slumped 6.7 percent to $21.17 a day after it forecast quarterly revenue below analysts' estimates and announced plans for increased capital spending amid slow demand for personal computers.?

On a positive note, Morgan Stanley reported a fourth-quarter profit after a year-earlier loss, helped by higher revenue at the bank's institutional securities business. Its stock jumped 7.5 percent to $22.32.?

"Intel earnings weren't that bad, although their revenue was weak. It sparks fears about not only the company but about the whole PC sector, and that's pressuring the market today," said Tim Ghriskey, chief investment officer of Solaris Group in Bedford Hills, New York.?

Heading into a three-day weekend, investors were cautious about the chances for settling of major differences in Congress about government debt and spending. U.S. markets will be closed on Monday for the Martin Luther King Jr. holiday?

"Governmental policy, or lack thereof, is again pushing forth this wait-and-see attitude on the part of investors. So the market is flat and with low volume and low volatility because investors are waiting to see what happens with the debt ceiling and spending cuts," said Bryant Evans, investment adviser and portfolio manager at Cozad Asset Management, in Champaign, Illinois.?

There were signs that the question of raising the U.S. debt limit would be put off for a while. House Republican leaders said they would seek to pass a three-month extension of federal borrowing authority next week to buy time for the Democratic-controlled Senate to pass a budget that shrinks deficits.?

Nigerian troops to join French forces fighting Islamists in Mali

BAMAKO - Nigerian troops and war planes are set to join French forces fighting to dislodge Islamist insurgents in Mali's north even as fierce fighting raged in several towns of the west African nation.

A Nigerian Air force contingent made up 69 paratroopers and seven officers departed for crisis-ridden Mali through the Port Harcourt International Airport Thursday.

Nigeria has pledged 900 soldiers for intervention in Mali.

It is the first West African contingent to join France's anti-rebel operation launched in Mali on Friday.

In total, 3,300 regional troops will be deployed in the conflict under a UN Security Council resolution. Chad has confirmed it will send 2,000 troops.

French and Malian forces started the first major ground operation against the militants.

Street battles broke out between soldiers and rebels in the town of Diabaly, 350km (220 miles) north of the capital Bamako on Wednesday.

Islamists took the town from Malian forces. French fighter jets have since attacked the rebel position.

The battle for control of northern Mali appears to be drawing nearer to the capital, Bamako.

Banamba, a town only 90 miles (145km) from Bamako, has been put on alert after jihadists were reportedly seen in the area. A hundred Malian soldiers are reported to have been deployed to the town, with reinforcements set to arrive.

There were reports that the threat to the town is connected to the attack on Diabaly which was taken by rebels earlier this week. Soldiers and at least one civilian were injured in the attack. Phone lines within the town were cut, making communication almost impossible.

An official said he had received reports of a rebel convoy having left Diabaly on the road connecting it to Banamba.

"We don't have a [military] base here, we have no defences. So the military has come to secure the town," he said, according to AP. "From Monday to today, no jihadists have entered our town. But there are reports that a column [of rebel vehicles] was seen heading toward us from Diabaly."

There were reports that three armed men were arrested in Bamako on Wednesday after being seen by residents travelling in a taxi with guns.

An official from the Malian National Commission of Human Rights (CNDH) said the men were detained at a market and taken by Mali's state security service, to an unknown location.

The arrests coincide with claims that Islamist sleeper cells are active in Bamako and could plot attacks in retaliation for the international military intervention.

French president Francois Hollande has said the on-going hostage crisis in Algeria is evidence that France's military intervention in Mali is justified.

Speaking to business leaders in Paris on Thursday, Hollande said "What's happening in Algeria provides further evidence that my decision to intervene in Mali was justified."

Hollande's statement came after the number of French troops in the West African nation increased to 1,400. France plans to deploy 2,500 forces in its former colony, said French Defense Minister Jean-Yves Le Drian, .

The first French forces were deployed on January 11 after armed groups seized the town of Konna. On Wednesday, French troops began direct ground combat against fighters belonging to al-Qaeda-linked groups, including Ansar al-Dine.

Western nations have offered to help France logistically, but have stopped short of pledging to send combat troops.

During a meeting of European foreign ministers in Brussels on Thursday, the EU approved sending 450 to 500 non-combat troops, half of them trainers, to Mali as quickly as possible.

"The Dutch government supports the French action in Mali," said Frans Timmermans, Dutch Minister for Foreign Affairs, at the meeting.

The US said it takes the fight with al Qaeda-affiliated fighters in Mali "very seriously," but has as yet not agreed to provide assistance to the French-led mission.

Defense Secretary Leon Panetta said the US is considering how best to offer its support for the foreign intervention, adding that, "I'm confident that we're going to be able to provide that assistance."

The UK has provided transport planes, while Germany on Wednesday gave two transport planes as logistical support.

The conference, which will be held January 23-25, 2013, is the premier meeting dedicated to the evolving field of cell-based therapies for the repair and regeneration of cardiac and vascular disease, as well as related diseases such as diabetes and stroke.

This year's conference will focus on pivotal preclinical and clinical studies on the path to commercialization, focusing on the status of molecular, cell, and tissue products, in addition to delivery systems.

WHY:

Recent advances in stem cell research demonstrate great potential as breakthrough therapies for conditions like diabetes, Parkinson's and heart disease. Now in its 12th year of clinical trials, the application of stem cells in the treatment of cardiovascular diseases has realized many notable successes, as well as identified challenges that await the next round of clinical studies. Butler football coach earns national honor

Brian Hales of David Butler High School in Matthews recently earned a prestigious national honor.

Hales was awarded the Xenith Coach of the Year Award recently at the U.S. Army All-American Bowl awards dinner in San Antonio, Texas, in conjunction with the high school all-star football game featuring the nation?s top players.

The Xenith Coach of the Year Award is designed to honor the nation?s top high school football coach. The recipient should display the greatest commitment to his players and his football program during the 2012 season.

Hales guided his Bulldogs to the North Carolina High School Athletic Association state 4-AA football championship in December as Butler rolled past Fayetteville Jack Britt by a score of 56-28, completing a perfect 15-0 season.

Another North Carolinian was a finalist for the U.S. Army-Pro Football Hall of Fame Award for Excellence. Melissa Macon of East Bladen High School was one of the 10 finalists for the awards. This program highlights top sophomore and junior athletes who exemplify similar strengths to Army Strong soldiers, who not only excel athletically but also academically and are active in their communities.

Pro football Hall of Famer Marcus Allen, the former Southern California star who played for both the Los Angeles Raiders and the Kansas City Chiefs in the National Football League, was the keynote speaker for the event.

India, Pakistan agree to ease tensions in Kashmir

NEW DELHI India and Pakistan agreed on Wednesday to ease tensions in disputed Kashmir by strictly observing a decade-old cease-fire after five soldiers were killed in recent clashes, an Indian army spokesman said.

The military commanders of the two armies spoke by telephone for 10 minutes and reached an understanding not to allow the situation to escalate further, spokesman Col. Jagdeep Dahiya said.

Three Pakistani soldiers and two Indian soldiers have died in the worst bout of fighting in the region since the cease-fire was signed in 2003. India said one of its soldiers was beheaded.

The series of tit-for-tat attacks had threatened to ratchet up tensions between the two nuclear-armed neighbors.

Earlier Wednesday, Pakistan accused Indian troops of killing one of its soldiers along the cease-fire line a day earlier. The Pakistani army said the shooting was unprovoked and occurred in the Hot Spring and Jandot sectors of Pakistan-held Kashmir.

However, Col. R.K. Palta, another Indian army spokesman, said Pakistani troops fired at two Indian positions using small arms and mortar fire on Tuesday night in the Poonch sector of the Indian portion of Kashmir. "Our troops didn't fire at all," Palta said.

Lt. Gen. K.T. Parnaik, an Indian commander in charge of the troubled area, said, "We want to ensure that we dominate the line of control and don't let them (Pakistanis) provoke us into making it a hot line of control."

In a sign of the rising tensions, Pakistani Foreign Minister Hina Rabbani Khar accused India of "warmongering" in a speech in New York on Tuesday. In New Delhi, Indian Prime Minister Manmohan Singh said his country's relations with archrival Pakistan "cannot be business as usual."

India and Pakistan have been rivals for decades and have fought three wars, two of them over Kashmir. The Himalayan region is divided between the two countries, but each claims it in its entirety.

Senior Pakistani and Indian officials are trying to limit the potential damage from the recent clashes to relations, which have slowly warmed since Pakistani militants killed 166 people in the Indian coastal city of Mumbai. They suspended peace talks after the Mumbai attack, but both countries have economic and other reasons for wanting better ties.

Still, the fighting along the Kashmir border highlights how easily simmering tension can flare into conflict. The biggest risk remains an attack by militants like the one in Mumbai that would likely scuttle the reconciliation process once again.

The tension has disrupted cultural and sporting ties. Performances by a Pakistani theater group were canceled in the western Indian city of Jaipur and in the Indian capital following protests by hard-line Hindu groups.

On Tuesday, nine Pakistani hockey players who came to India to participate in a tournament were sent home.

The tension comes as political turmoil is increasing in Islamabad, with Pakistan's top court ordering the arrest of the country's prime minister in a corruption case, officials said, and a firebrand cleric rallying thousands of people in the capital against the government.

On Monday, Indian army chief Gen. Bikram Singh accused Pakistan of planning the attacks that left the two Indian soldiers dead - making clear he felt it was not an unintentional skirmish - and warned of possible retaliation.

"The attack on Jan. 8 was premeditated, a pre-planned activity. Such an operation requires planning, detailed reconnaissance," Singh told reporters. He said India reserved the right to retaliate at a "time and place of its choice."

Singh urged his troops to be "aggressive and offensive in the face of provocation and fire" from Pakistan. He said the alleged beheading of the Indian soldier was "unacceptable and unpardonable" and accused Pakistan of violating the "ethics of warfare."

The Kashmir fighting began Jan. 6 when Pakistan accused Indian troops of raiding an army post and killing a soldier. India denied launching the attack and said its troops had fired across the border in response to Pakistani shelling that had destroyed an Indian home.

Two days later, India said Pakistani soldiers, taking advantage of heavy fog, crossed the de facto border and killed two Indian soldiers, beheading one. On Jan. 10, Pakistan said Indian troops had fired across the border and killed another of its soldiers. The Pakistani army said the shooting was unprovoked, while the Indian military said its troops were responding to fire from across the frontier.

Pakistan denies India's allegations and has suggested U.N. monitors in the region conduct an inquiry - a call that India rejected, saying it didn't want to internationalize the issue.

Pakistan and India struck a cease-fire agreement over Kashmir in November 2003. There have been periodic violations of the cease-fire, but the incidents during the past week have been the most serious.

In Pakistan, the Supreme Court's arrest order for Prime Minister Raja Pervaiz Ashraf on Tuesday was likely to inflame antagonism between the government and the court. The order is linked to allegations of corruption in bidding on private power stations. Ashraf previously served as minister for water and power.

The arrest order could provide ammunition for Tahir-ul-Qadri, a Muslim cleric who is leading massive protests in Islamabad to press for the removal of the government, which he says is made up of corrupt politicians.
