Deal on huge marine reserves blocked

International talks on establishing huge marine reserves in Antarctica have failed to reach a consensus.
Russia blocked attempts by western countries to set up the protected areas in the Ross Sea and Eastern Antarctica.
The Russian representative challenged the legal basis that would allow for the creation of such reserves, according to organisations at the talks in Germany.
The proposal was previously scuppered when governments met in 2012.
The Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) is made up of countries with an interest in the Southern Ocean, and includes Australia, the US, the UK, China and Russia among its members. Any decisions taken require consensus among all parties.
This meeting in Bremerhaven has been called to deal specifically with proposals for the establishment of reserves that would ban fishing and protect species including seals and penguins. If successful the plans would more than double the area of the world's oceans that are protected.
Parties met in Hobart, Australia, last October, but failed to reach a deal because of opposition by China and Russia, supported by Ukraine, which said restrictions on fishing were too onerous.
As a result, they agreed to an exceptional meeting this July. It was only the second time that the CCAMLR has met outside its annual gathering.
The fate of the proposed marine sanctuaries now lies in the next annual meeting of CCAMLR in Hobart, which runs from 23 October-1 November.
Andrea Kavanagh, director of The Pew Charitable Trusts' Southern Ocean sanctuaries project, said: "The actions of the Russian delegation have put international cooperation and goodwill at risk, the two key ingredients needed for global marine conservation.
"That we missed a critical opportunity to protect some of the most pristine ocean areas on Earth is a loss for the ecosystem and the international community. We urge world leaders to appeal to Russia to work with other countries, and it is imperative that countries send their delegates back to the table in three months to find consensus to protect Antarctic waters."
The US and New Zealand were again backing a proposal to create a marine protected zone in the Ross Sea with a total area of 2.3 million sq km, making it the biggest in the world.

Another proposal from Australia, France and the European Union would have created protected areas in East Antarctica covering around 1.63 million sq km.
The Antarctic Ocean Alliance, which is also campaigning for the reserves, described the failure to reach a deal as "the loss of an extraordinary opportunity".
"After two years of preparation, including this meeting, which Russia requested to settle the scientific case for the Ross Sea and East Antarctic proposals, we leave with nothing," said Steve Campbell, Director of the AOA.
Fishing has been a major sticking point in the talks, with species like krill and patagonian toothfish proving highly lucrative for boats from a range of countries, including South Korea, Norway and Japan.
The tiny shrimp like Antarctic krill are a key element of the ecosystem, as they are part of the diet of whales, penguins, seals and sea birds.
However demand for krill has risen sharply in recent years thanks to growing interest in Omega-3 dietary supplements.

Jury selection to start in U.S. general's sexual assault trial

RALEIGH, North Carolina (Reuters) - Jury selection is scheduled to begin Tuesday for a U.S. Army general charged with sexually assaulting a subordinate, the latest in a string of sexual misconduct allegations in the U.S. military.
The charges against U.S. Army officer Brigadier General Jeffrey Sinclair got him sent home last year from his post in Afghanistan.
Sinclair, a 27-year Army veteran based at Fort Bragg, North Carolina, pleaded not guilty on Monday to charges of forcible sodomy, wrongful sexual conduct, possessing pornography while deployed and conduct unbecoming of an officer.
The most serious of the charges against Sinclair stem from accusations that he forced a subordinate with whom he acknowledges having a three-year affair to perform oral sex on two occasions. He is also accused of eliciting nude emails and text messages from other female subordinates. He could be sent to prison for life if convicted of the most serious charge, forcible sodomy.
His trial comes after President Barack Obama said in May that anyone found guilty of such transgressions should be "stripped of their positions, court-martialed, fired, dishonorably discharged. Period."
Opening statements in the case have been set for September 30 to give attorneys enough time to pick a jury from a tiny pool of potential panelists, who under military law must be of higher rank than the accused.
Fewer than 200 Army generals hold a higher rank than Sinclair, according to U.S. Department of Defense records.
Many of those officers would be ineligible for the jury because they are serving overseas or know Sinclair personally. A field of less than 50 prospective jurors already has been reduced to 26, defense attorney Rich Scheff said.
Eugene Fidell, a professor of military justice at Yale University, said it's rare for such a high-ranking officer to be prosecuted.
"The fact that you have a general officer accused of these crimes is remarkable," said Fidell, who noted that most misdeeds by high-ranking officers are handled through loss of rank or early retirement.

Hamm taking plunge into sports world as ESPYs host
LOS ANGELES (AP) ? Jon Hamm is going from a presenter to host of the ESPY Awards, a natural segue for the former three-sport prep athlete who is unabashed in his love for his hometown St. Louis Cardinals.
Hamm called himself a "pretty good" high school player, but is quick to note he was never a threat to make it in the professional ranks.
That's why the 42-year-old actor best known as Don Draper on AMC's "Mad Men" wants to keep the focus on the athletes when he hosts the annual show honoring the year's best sports moments. It airs live on ESPN on July 17 from the Nokia Theatre in Los Angeles.
"When you look at someone else who is excellent at what they do, you can't help but be jealous," Hamm said Thursday. "When you look at what David Freese did in the 2011 World Series, that's performance at the highest level with all the chips on the table."
Freese had two key hits in the late innings of Game 6 against Texas that year, helping the Cardinals force a Game 7, which they won.
"I don't want to disrespect any Blues fans, but the Cardinals are No. 1 in my heart," he said, adding that the Cardinals and NHL's Blues are "1 and 1-A" in his rooting order.
At John Burroughs High in suburban St. Louis, Hamm was on the football, baseball and swimming teams, lettering in all three sports.
"I loved it. A lot of those guys I played on those teams with I'm still pretty good friends with," he said. "It's important for young kids to get out there and move around, especially in the kind of high-fructose environment we have these days."
Hamm is hosting the ESPYs just as he wraps filming on the Disney movie "The Million Dollar Arm," in which he plays a sports agent.
Hosting an awards show is not like hosting "Saturday Night Live," he noted. "But I've never had a problem standing up in front of people making a fool of myself, and I'm sure that will happen at least once during the telecast."
As someone who's been nominated for his share of acting trophies, Hamm knows what it's like to sit in the audience for an awards show.
"You kind of want it to go fast because there's fun parties afterwards," he said, noting that the best hosts "always kind of keep it moving, keep it light, and give you some laughs."
Among the scheduled presenters are LeBron James, Ben Affleck, Sean "Diddy" Combs, Selena Gomez, Danica Patrick, Maria Sharapova, Jason Sudeikis, and Sports Illustrated swimsuit model Chrissy Teigen.

Google brings offline maps back to Android, kind of (Update: More countries get navigation too)
When Google released a new version of Google Maps for Android yesterday, it was quickly discovered that offline mapping support had been removed. You could kind of turn it back on by typing "OK Maps" into the app's search field, but the lack of a dedicated button had users up in arms. Today, Google is announcing that it's adding a "Make this map area available offline" button and that it's rolling out globally later today. There's also a new clickable item in the sidebar called "Where's Latitude?" that'll remind you the service is shutting down on August 9th. Despite these changes, we still can't help but compare the app to Nokia's Here Maps for Windows Phone, which puts particular focus on offline navigation.
Update: According to Android Police, a new button isn't the only new thing in Google Maps. Navigation support has been added to an additional 19 countries, including Taiwan and Thailand.

Global PC market shrank 11 percent in second quarter

SAN FRANCISCO ? Global shipments of personal computers slumped 10.9 percent in the second quarter, the fifth straight quarterly decline in a market that has been devastated by the popularity of tablets, research firm Gartner said on Wednesday.
Marking the longest decline in the PC industry's history, Hewlett-Packard in the June quarter lost ground to Lenovo, now the world's leading personal computer maker with a market share of 16.7 percent.
"We are seeing the PC market reduction directly tied to the shrinking installed base of PCs, as inexpensive tablets displace the low-end machines used primarily for consumption in mature and developed markets," Gartner analyst Mikako Kitagawa said in a news release.
Also on Wednesday, research firm IDC said PC shipments dropped 11.4 percent in the second quarter, a bit better than expected.
"With second-quarter growth so close to forecast, we are still looking for some improvement in growth during the second half of the year," analyst Jay Chou said in IDC's report.
PC makers shipped 76 million computers in the June quarter, compared with 85.3 million in the same quarter last year, Gartner said.
